KVOU is contracted with the Pennsylvania Department of Human Services Office of Development Programs for participation in the consolidated waiver offering Home and Community Based Services (HCBS) and Person/Family Directed Support (PFDS) in the community.

KVOU provides five community homes in the Kiski Valley area of Armstrong and Westmoreland Counties for individuals with Intellectual Disabilities under Title 55, Chapter 6400 and 6100 Regulations. The services provided meet regulatory requirements and
are licensed homes that assist individuals in acquiring, retaining, and improving self-help, socialization, and adaptive skills.

KVOU is a qualified, PFDS provider offering In-Home Community & Supports Services to developmentally disabled individuals living independently in the local community. This service is available to individuals in their own home or other residential or community settings not subject to licensing regulations. The service is provided to assist individuals in acquiring, retaining, and improving self-help, socialization, and adaptive skills to continue living independently in their community.

About Our Agency

KVOU was incorporated in late 1971 when family members and friends in the Kiski Valley area saw a need for men and women with developmental disabilities to have a voice in how and where they would live their lives. This community group raised monies to purchase a Vandergrift, PA home in 1973 for five men and women to have the opportunity to be an integral part of the community. KVOU has continued to operate this home for nearly 50 years providing opportunities for our individuals to live everyday lives in the community. KVOU operates four additional residential homes in the Kiski Valley area of Westmoreland and Armstrong counties.


KVOU is a small residential provider agency with long term, well trained, knowledgeable, and caring direct support professionals providing quality services to the people we support. KVOU is licensed by the Office of Developmental Programs to provide community homes for individuals with intellectual disability or autism under Chapter 6400 Regulations. The agency is proud of the long-standing record of compliance with the 6400 regulations achieving 100% compliance in all programs 8 of the past 13 years since 2010. KVOU is also an Office of Developmental Programs Qualified Provider and has received 100% compliance in the past two Quality Assessment and Improvement (QA&I) on-site audits in 2018 and 2021 and 100% and Fiscal Claims Review audit in 2020.

"John and I and especially our son were so blessed the day KVOU came into our lives. Our son's condition was not the norm for a "blind"" child. He had multiple issues form Spinal Meningitis. We struggled and fought for his right to education at the School for Blind Children in Oakland, PA. When he reached the age of 21 he was no longer able to be educated. The Blind Association of Greensburg, PA stepped in. After 3 years they notified the Helen Kellar Center in New York. Even they were at a loss as to help him. We fought again and they agreed to allow him to stay. 

KVOU stepped in with an unbelievable home. The first several years were trial and error for our son and the staff. They never gave up. Today, after 20 some years at KVOU, he is settled and happy, and to our gratefulness to KVOU, our son has a life which John and I never imagined possible.  Thank you so much KVOU."

"It is very difficult to place a loved one in a group home when she has been so loved and cared for by her family. When my sister decided to move into KVOU, we reluctantly agreed. Our fears were quickly put to rest. We were impressed with the intake process where they got as much information about her health history, as well as her likes and dislikes, so that they could provide her with the complete care she needed. Shortly after moving in we could see that she was happy living there. When asked why she liked it, she replied "I love them and they love me."
